Wikipedia explains: The Landsgemeinde or "cantonal assembly" is one of the oldest forms of direct democracy. The first historically documented assembly took place in 1294. It is still practised in two cantons of Switzerland on a cantonal level (Appenzell Innerrhoden, Glarus) and in others on district level.
